I actually haven't been to buoy 10 yet. I just can't find the time the reports are extremely good in the bay. The new change is fish the bottom with a 18 inch drop weight flasher and mooching rig. And herring. The most successful fisherman are not using a diver set up. I got out on sunday fished back up by the 48 buoy on oregon side across from washalgal boat ramp. We landed 30# up river bright and three steelhead 5#to6# range same hook up as before. 40 inch drop/6 oz weight 20 ft of water/ 5 ft.main line/using indiania blade #3 silver/ red beads double hook set up with an orange/red coontail shrimp the a little note the steelhead hit like a pike minnow they play with the coontail mouth it a few times then take it./out going tide seems to be the best/ good luck
