I just looked at Idaho fish & game site regs for Panhandle and for Priest Lake this is all it says "Trout limit is 6, no harvest of cutthroat trout"
That would leave me to believe that Kokanee are open with a 15 fish limit.

Pend Oreille Lake on the other hand has this line in it:
"Kokanee limit is 0, catch-and-release"
"Kokanee limit is 0, catch-and-release"

Priest opened up last year. I plan on hitting it in a few more weeks.
