Far and away Dick Nite (Dick Nite Spoons)!! He has some glow paint that really works well, but it works best painted over a white base. How do you plan on painting? I've only used it for dipping, but it can be sprayed.

Hagen's looks like it would work. I had been looking at getting some (2,000+) from a few manufacturers, but the minimum order is like 10,000 - but they are cheap.
