What is more efficient at reflecting light, the chrome side or the tape side of a dodger?
 
If your up in the sun the chrome will reflect, but at depth it will act more like a mirror and take on the color of the water. Also true on clowdy days hence the reason copper/brass dodgers work better when it is overcast.

Tape should reflect better in these condictions than chrome, imho.

Great answer! Gary from FishWithGary tackle taught me this trick. Take some green saran wrap and put it over the box you keep you dodgers in. Guess which metal colors can be seen and which simply turn into mirrors which reflect the color of the water. As dlm said, copper and brass stand out while chrome is very difficult to see.
