I went out yesterday to attempt catching a Kok on jigging spoon. I marked a number of "balls" on the bottom but no suspended or schooling fish. The water temp was 36 deg in fact I had to break through surface ice at the launch. Would those balls on the bottom be kokanees or would they be roaming over open water this time of year?
 
I am not sure what lake you are fishing on. My experience is on Odell, OR. In the spring when the water temp is 40 or below the fish on the bottom, (if they are very slow moving or not moving at all) are basically dormant and will not bite. As the water warms the schools will start coming up and moving faster. Good luck.
 
Clawman its all about water temp 46/54 degree you will find your biters 40 degree is just to cold why don't you think the rest of us aren't out there / hope this helps some remember these temp
