I fished with a buddy last week and I thought he had the best dodger storage I've seen to date. It was a roll out bag with individual zippered compartments with clear vinyl so you could easily see the dodgers. He said he got it at Cabelas but I haven't taken the time to look yet. If anybody finds it, please post the link.
 
I made a holder with my seal-a-meal, two inch wide compartments 6.5 inches long. Each one holds about 6-8 dodgers. I will try to post a picture this weekend.

Not my original idea, got it from somebody here or on another forum.
 
I use a tackle binder as well as some plastic storage bins with lids. The ones that I put into the bins go into a zip-loc bag first.
 
Here is one of the dodger holders I made with my vacuum sealer. It folds up nice and compact. I have several of these for the different types and sizes of dodgers.

As you are looking at the picture the bottom is actually one side of a roll, which is already sealed. The top is the other side of the roll but it has to be trimmed to make the openings for the dodgers.

Using the hot sealer on my vacuum packer I make a seal every two inches. (It is best to roll out the material first and make 2" marks with a sharpie). After I make as many dividers as I want on that sheet I cut the roll off just past the last seal. I use the rolls that are 8 inches wide, I then cut the sheet down on the side to 6.5 inches and that makes the openings for the dodges to slide in.

When you put the dodgers in the sleves you alternate them face up and then face down, this makes it fold up much tighter, like stacking spoons together.

My Cabelas bag as was discussed above came last week and I've put my dodgers in it. I really like it. I'm going to order the smaller version for my ball trolls.
 
I just use double zip lock baggies. dry the dodgers out on the dash, put one in, roll half way , throw in another. stack them side by side in my tackle box. zip locks work great for pop gear, keeps the wire from tagling up with other's
