Don, the problem with Fall poisoning is that the poison is temperature dependent. The failed attempt at Lake Davis, here in CA the first time around was because the environmentalists delayed the whole thing in court. By the time that it was a clear go, it was late Fall and the temps dipped to the point that the poison was ineffective. I'm assuming that where you live, that would happen rather early.

Late summer would work. They could move the water in Ririe and hold the water in Palisades. It all goes the same place.
