Army Corps releases Million scoping report

It's out -- the scoping report on the Regional Watershed Supply Project proposed by Aaron Million.
The Army Corps of Engineers announced yesterday that the report is on the corps' Web site,

The Corps received 1,531 written comments and recorded 571 comments during public meetings conducted over the last 2 years.
The comments received from the public are included in the report. The scoping comment period began in March and ended in September of last year.

Million proposes to take approximately 250,000 acre-feet of water from the Green River and Flaming Gorge Reservoir and transport it by pipeline to reservoirs in southeastern Wyoming and the Front Range of Colorado.
The plan has met with stiff opposition, not only from Southwestern Wyoming, but some Colorado residents, as indicated by the comments.
"I have lived along the Front Range and, for the last 8 years, in Southeastern Wyoming. The Million project strikes me as one of those water projects that, if constructed, will lead future generations to shake their heads at our shortsightedness," wrote one opponent.
Others who are against the project cite the danger to fish and wild life as well as the threat of continued drought.
While most names on the comments have been redacted, one opponent from Reliance, Leon Rogina, a former employee of the Bureau of Reclamation, said reducing the water level affects the amount of electricity which can be produced at Fontenelle Reservoir.
In all, 30 areas of critical concern were identified through the scoping period and will be addressed by the Corps.
The next opportunity for public comment on the project will be after the release of the draft environmental impact statement at an as yet undetermined date. However, the Corps estimates it will take 5 years to complete the final EIS.
The Communities Protecting the Green River Committee will meet at the Rock Springs Chamber Monday at noon.
The committee meeting is open to the public.
